Of the seven letters that were written to the churches in Asia Minor- only two of them did not receive a rebuke from Jesus- the church in Smyrna, and now the church in Philadelphia. This church faced instability because of earthquakes and rebuilding their city and church... but they also face tough persecution as well.

Hot water and cold water are both good for something. One thing no one is looking for is a nice refreshing lukewarm glass of water. In the area of Laodicia, lukewarm water was good for nothing. When God tells the church they are "lukewarm" the church gets the message loud and clear.
